Fellow residents,

Spring is here and days are getting warmer slowly but surely. Just remember that we might have another surprise cold day or two.

This month we are celebrating Heritage Day.

The National Braai Day initiative aims to position National Heritage Day as South Africa's annual day of celebration. We call on all South Africans to unite around fires, share our heritage and wave our flag on 24 September every year.

• National Heritage Day is a public holiday in South Africa. Our government set this day aside for all South Africans to celebrate our rich heritage.
Across race, language, region and religion, we all share one common heritage. It is called many things: Chisa Nyama, Braai and Ukosa to name few. Although the ingredients may differ, the one thing that never changes is that when we have something to celebrate we light fires, and prepare great feasts.
• We encourage all South Africans to unite around fires, share our heritage and wave our flag on 24 September every year.
• We liken this initiative to annual celebrations cherished by other leading nations of the world; Thanksgiving for Americans, St Patricks Day for the Irish, Bastille Day for the French and Australia Day for Australians.
• This is a noble cause, which will contribute to strengthening South Africa as a nation through this act of nation building and social cohesion.

A word from the Zwartkop Golf Estate HOA Chairman  

Security:

The Board is in the final phases of creating a short, medium and long term plan with reference to security issues.

Implementation will be subject to budgetary constraints.

At this stage the Estate has a R1,5 Million budget to effect, inter alia, repairs and replacement of aged hardware and software at our entry and exit gates, to improve camera systems and to repair and replace electrical and other boundary fencing. This excludes the upgrades of gate infrastructure and layout which might be needed to address the vulnerability of guards and when residents enter and or exit the gates.

As you have noted, the palisade fencing surrounding the golf course is in a bad shape. The costs to repair or replace is however prohibitive. Constant repairs and replacement on the southern side of the golf course might be an exercise in futility, as flood damage is a constant. At this stage the camera system is our first line of detection on that side and the board suggests that residents avoid that area and rather use the northern area of the Estate while a suitable cost effective solution is sought to address boundary fencing on the southern side.

Residents will note repairs and improvements to gate fingerprint readers in the near future, as well as electric fence upgrades in due course.

Those items which are identified in the above plan and which, subject to a risk analysis, cannot be addressed with this year's budget will result in additional budgeted security upgrade items in the years to come.

Soaring costs of electricity:

It seems as if the costs off electricity will rise continuously, at least in the foreseeable future.

To this end the Board is investigating the implementation of smart meters, which will allow owners the opportunity to purchase electricity on a pre-paid basis, but more importantly, which will allow owners who generate electricity through for example solar panels, to put electricity back in the grid with a equivalent reduction in electricity charges for such owner.

At this stage the costs of the smart meters are nearly equal to the electricity deposits held and we would like feedback form our members whether you support such a smart meter initiative, where the costs of the meters are primarily off-set against the deposits held.

Further developments by Developer:

It is noted that the initial developer of the Estate has decided to not incorporate further phases surrounding the golf course to be developed in the near future into the Zwartkop Home Owners Estate, these phases to be operated independently from the Estate, but with access to the golf course by agreement with the Golf Course Owner. This will cause security and control issues, and the Board is negotiating with the developer the best possible cooperation, upkeep and maintenance agreements to allow proper security and access control.

Finance:

The estate remains in a sound financial position. A reminder to all residents that levies are payable in advance. The levy amount payable is R 2249.00. Due to the fact that we are on a prepaid system with Tshwane Council we have to strictly manage our cash flow. We have the same regular offenders of late payments and we urge you please to consider your neighbours and the impact on the estate of this. Thank you to all those who are by far the majority who keep their accounts in good order. This contributes greatly to the successful management of the estate.

Rule for the month:

Streetscape

1. Every owner is obliged to water, maintain, trim and keep clean, tidy and manicured the area between the road curb and the boundary of his Unit.

2. Garden fences/walls and outbuildings forming part of the streetscape, or facing the Zwartkop Golf Course (fences on both sides) shall be maintained, kept neat and clean and painted where necessary.

3. Caravans, trailers, boats, equipment, air-conditioners, satellite receivers, aerials, tools, engine and vehicle parts, as well as accommodation for pets and washing lines shall be located out of view and screened (with not less than 80% screened) from neighboring properties, the streets and the Zwartkop Golf Course.

4. No dumping is allowed, not may building and any other material be dumped on the sidewalks or other open spaces.

5. No trees or plants on sidewalks and no sidewalk lawn may be removed without the permission of the ZHOA. Plants may not interfere with pedestrian traffic or obscure the vision of motorists.

6. No signage advertising of any business may be displayed anywhere other than a small copper or similar plaque on the dwelling itself, as approved by the ZHOA.

7. Should a Member or Occupant fail to comply with any of the above Rules, the ZHOA is entitled to have the necessary work done and to claim payment of its expenditure from the Member concerned as a Levy.

Security Report


General

From the security front we were unfortunate to have encountered an incident where the perimeter fence at the Sarazen View complex side was breached. The perpetrators cut the fence to gain access over the wall. The security officer on patrol spotted the suspects at the parking area but when he confronted them, they attacked and assaulted him. He raised an alarm when the suspects overpowered him and they fled the scene. When the armed response arrived they could not trace the suspects after they fled in a getaway vehicle which was parked on Wierda Road. The officer luckily didn't sustain serious injuries and was taken to hospital for treatment of minor injuries.

The board, in conjunction with management, is investigating the control failure and have identified certain vulnerabilities. Urgent remedial action will be taken to further mitigate the risk of potential future incidents.

Security Measures and procedures 

1. Northern and South side border – Residents should take note that the southern side border of the golf course is a critical risk area. We have implemented additional security patrols from 17h00 to 19h30 in the areas (including the northern side from Sarazen View complex to the river) where residents walk on the course. Residents are advised not to stay out after dark in these vulnerable areas.
2. Security gate controls – The security personnel at our gates are very vulnerable during late evenings especially at the Snead Manor and Nelson Woods gates with the open veld across the road. Therefore, as from 15 September we will close the resident entrance gates at 19h00 when darkness sets in and channel all vehicles to only one lane. All the gates will then close by 21h00. We request that all residents be patient and understanding of these procedures as it is for your own safety and for the safety of our guards.

Employee of the month

Our employee of the month is Amos Molekoa for his bravery and dedication during his encounter with criminals who breached the perimeter and attempted to commit a crime. Amos is a hard-working dedicated officer of Zwartkop security team and he is willing to go the extra mile. We congratulate him on his achievements.

Use of the Golf Course
On a very serious topic, we have recently found homeowners, domestic staff and children walking or riding their bicycles while there are still golfers out on the golf course. This is incredibly dangerous and we would like to warn you that being hit by a golf ball could cause serious injury, especially to a child.

Homeowners are NOT ALLOWED on the course while there are still golfers playing. If for some reason you come across golfers, stop and stand still while they play their shots –not only is that correct golf etiquette, but you will also be able to keep an eye on where the golf ball is going.

Golfers ALWAYS have the right of way, so stay on the periphery of the golf course at all times – do not cross fairways in front of players or walk in areas where golf balls may travel. Don't for a minute think that golfers have control over their golf shots – we are not that good! More importantly, the Club will not be liable should you get injured.

In addition to the above, Homeowners may not play golf on the course after hours. You are welcome to check in at the golf shop and play 9-holes late in the day, but you may not just walk out onto the closest tee or green to your house and start practicing. The golf course is not part of the HOA and substantial damage is being done to our greens and certain areas of the fairways. If you come across homeowners breaking these rules we would appreciate you reporting it to us on (012) 654-2111.
