The Zwartkop Golf Estate HOA

Dear Residents

Below follows some news and information about our Estate and the goings-on around it.

Board and Board related matters
We are still looking for three members to join the Board. The portfolios are Reputation Risk and Asset Management, Risk Overview and Risk Management, and Aesthetics for which a civil engineer should please volunteer. If you or your neighbour is willing and able to contribute then please let us know.

We finalised the AGM documents at our last meeting and these will be sent to you well ahead of the actual meeting on 23 May 2019 at the Club. Hope to see you there. Two big changes and upgrades to the MOI and the Aesthetics rules are on the resolution list for the AGM. This required a lot of work and we would like to thank our Chairman, Werner Nolte for the time and effort put into this job.

The Board is slowly but surely working through and implementing the King IV recommendations to ensure we comply with these principles by end of 2020.

Developments around the Estate
Once again, the Board keeps an eye on the pre-development stages of the possible developments around the Estate and will ensure that the interest of residents is looked after.

Gardens and general maintenance
The Board approved the painting of the wall in Ashwood Drive and we have already started with the project by digging a shallow trench next to the wall for us to be able to fill it with rocks once the walls have been painted to prevent soil spatters against the wall going forward.

This month we will commence with the replacement of road signs as far as they relate to the speed humps in our Estate. Road markings will also be upgraded in the process. We need to abide by the Road Traffic Act and this project will ensure we comply. The height of some of our speed humps and how to address these is under discussion by the Board.

Dolomite management
As far as the Jones Creek sagged road is concerned we are still awaiting the engineer's report where after the Board will consider the next step in the repair process. We will keep you posted. To the residents that were directly affected, thank you for your patience and support!

New construction and renovations
This month a few more owners chose to commence with their building activities. There are now 6 houses in progress with a number of owners awaiting City of Tshwane approval. There are 2 renovations in progress.

Hagen Manor
We have signed the contract with the developer and the development will now start. Residents interested in the detail can contact me. Once again thanks to Werner Nolte, our Chairman for the amount of work he put into the preparation of the contract.

Fibre for Jones Creek, Vardon Fairways and Hagen Greens
We finally got the project completed and all residents have been notified of the good news. You can now contact a service provider to connect to the network.

We are continuously upgrading and improving our systems and procedures to enhance the safety of our residents. Please refer to Morne's report for more detail. We had one security breach incident this month (see Morné's report) but our personnel were wide awake and handled the situation effectively and professionally. Thanks to our staff that were on duty during that particular shift!

Under the capable hands of Rohan de Villiers, our Security Director we are preparing a complete risk register of all the security related matters. The register will be used to thoroughly look at each risk to decide on the way to mitigate these risks. We will use the register to continuously look at risks and monitor progress on proposed action steps to reduce these risks.

Did you know?

This month I continue with the discussion around Director's responsibilities.

Board members must at all time act in the best interest of the organisation and are accountable to its members for doing so. Last month I wrote about the conduct practises of directors in general and the responsibility they have to conduct themselves appropriately.

Furthermore I would like to say a few things about the duties of directors to enhance the effectiveness of the home owners association. The director should understand the business, the running thereof and the issues at play.  We have an induction program and a term of reference document setting out the Board member's portfolio responsibility. This is to ensure the director is effective in his particular capacity from his or her second Board meeting. The following few specific responsibilities are important:

Board member should:-
• Provide a strategic direction to the organisation with specific objectives and goals set for the organisation and its management.
• Ensure that the necessary policies are in place and that these are reviewed from time to time. The Board sets policy and management execute these policies.
• Prepare a plan which incorporates the set objectives and goals and monitor the implementation thereof.
• Allocate a portfolio to each member and ensure that all portfolios are staffed. It is not easy to always find enough Board members and in this case the unallocated portfolios should be assigned to existing board members. We have 6 portfolios to ensure all functional areas are covered.
• Appoint capable managers, evaluate their performance and give them the support they need to do their jobs and continuously improve the way the organisation is run.

Security Report

Security incident
On 8 April 2019 at 02h00 two suspects gained access into the Golf Course from the far southern perimeter near Leyden avenue. The suspects proceeded towards our residential area where our cameras detected their movement and activated alarm in the control room. The security personnel immediately responded to the area where the suspects were detected. When our security personnel arrived the suspects fled in different directions. One suspect managed to escape by jumping into the river at the bridge near Old JHB road. The second suspect was arrested by our security guards and handed over to authorities. No serious crimes were committed by the suspects after they gained access into the Estate.

Domestic and Gardener Registrations
Domestic and gardener registrations: All new domestic workers and gardeners who are registered will no longer have to go the SAPS for fingerprints as we as the HOA will do this electronically at the office by means of Lexis Nexis criminal background checks. The HOA will provide this service during registration of a new domestic and gardener and charge the resident R140-00. The background checks will be done within 24 hours and results forwarded to the resident.

Employees of the month
Our employees of the month are Elinah Shakoane, Judy Mothwa, Leon Letsoalo, Victor Sedibeng and Eric Moepya. These members displayed exceptional teamwork during the intrusion of two suspects on 8 April which resulted in the arrest of one suspect and prevented them from committing any serious crimes. We congratulate them on the excellent work done.
