Greetings to all our residents

The HOA management is in the process of implementing the resolutions taken at the AGM.

A number of "behind the scenes" projects are on the way, which include security software upgrades and audits of internal security systems.

Residents are requested to remain within the aesthetic and other rules of the estate. What is of concern is the number of transgressors, who transgress and then comes and ask "forgiveness" after the fact. This ploy is with respect not acceptable. The problem with requests for leniency and allowances is simply: Where do you draw the line? If we allow leniency for one member, why do we strictly enforce the rules against another member? The HOA management is mandated to enforce the rules. This is also our instruction to the Estate Manager and Operations Manager.

Legal process is also ongoing to collect and enforce the rules against members who fail to pay levies. The processes have been impacted by a changing legal environment and this has impacted on cost of collection. We are trying to manage such expenses while still collecting due payments and rules compliance.

Finances

The estate remains in a sound financial position. A reminder to all residents that the new adjusted levies have been implemented and payable in advance. The levy amount payable is R 2463.50. Due to the fact that we are on a prepaid system with Tshwane Council we have to strictly manage our cash flow. We have the same regular offenders of late payments and we urge you please to consider your neighbours and the impact on the estate of this. Thank you to all those who are by far the majority who keep their accounts in good order. This contributes greatly to the successful management of the estate.

Snippets from Aesthetics, Architectural and planning guidelines

As we as Residents of Zwartkop Golf Estate are protecting ourselves and our gardens against the freezing July temperatures, some home owners are thinking about utilising the winter specials provided by most swimming pool contractors. In this month's Aesthetics Snippets article, we are focusing on the requirements regarding the construction of swimming pools. Since the whole of the Zwartkop Golf Estate has been developed on dolomitic soil conditions, the rules and regulations in the Aesthetics, Architectural and Planning Guidelines are quite comprehensive to protect owners from possible sinkholes caused by improperly constructed swimming pools.

Owners wishing to install a pool are reminded that it is not permissible to construct a normal conventional pool on any stand in the Estate. Section 3.11 and subsections of the Guidelines, clearly set out the rules and regulations regarding swimming pool construction, as well as the design and material specifications. Also note that, as was indicated in last month's article, owners are to submit plans according to Sections 1.5.1 and 1.5.2 of the Guidelines, prior to the installation of a swimming pool.

Security Report


General

We are pleased to report that no serious incidents occurred during the month of June 2018. Our additional security measures which were put in place are showing positive results. The electric fence upgrade on the Northern border is also completed and fully operational.

New appointments

The ZHOA has recently appointed two new security officers. Here is a little more about them.

Brendon Louw (Officer) is 24 years old and lives in Wierda Park, Centurion. He is not married and has no children. Brendon has a grade C security qualification and is employed with us as a security officer for access control duties and patrolling. We welcome Brendon to our team.
Joyce Mkhabela (Controller) is 39 years old and lives in Lotus Gardens Pretoria. She has three children. Joyce is grade C security certified and has 8 years' experience in the industry. Joyce is currently employed with us as a control room operator. We welcome Joyce to our team.
 

Employee of the Month

Our employee of the month is Phillip Molefe for his good work attendance and timeliness for duty during June 2018. Phillip has been with Zwartkop Golf Estate for many years and he is always friendly and professional towards everyone. We congratulate him on his achievements.

MANDELA DAY

Please take note that while Mandela is on Wednesday, 18 July this year, the Club – Golf & Catering -
will be closed on the morning of Mon, 16th July to allow our staff the opportunity to do their part for Mandela Day.

There are a number of estate agents who have met the terms upon which estate agents may market for sale or rental units on the Estate and upon which an estate agent is allowed entry upon the Estate for such purposes. Where an estate agent who is not listed below, is mandated by a member to sell his/her property, the ZHOA will require the estate agent to meet the terms upon which estate agents may market for sale or rental nits on the Estate and will levy an administration fee to the Member concerned.
