Fellow residents,

It has been approximately three months since the appointment of the new board of directors. 

Since taking up the reigns from the previous board, the current board has decided to create short term, medium term and longer term strategies to assist in:

1) Asset management;
2) Asset Maintenance; and
3) Security.

The idea is to create certainty over the longer term regarding costing and budgetary allocations. Whenever a new board is elected, the board must simply be appraised of the current state of affairs regarding the mentioned items and the approved budget must be sufficient to allow the Board to meet the approved strategy, with such modifications as they deem fit.

So, given all the above as a backdrop, the following:

• We are upgrading the security hardware and access control at the entrances and installing upgraded security cameras and software. The concerns raised regarding the southern perimeter of the Estate is real, and we are seeking cost effective solutions to protect the estate residents walking or jogging there, before and after golfing hours. At this stage all upkeep of estate perimeters and security is for the account of the HOA and must be serviced from the operational expense budget.
• Capital expenditure regarding security is subject to a proper assessment and approved strategy. We will communicate further in this regard once the assessment is complete and the priorities identified.
• Improving the quality of life: the beautifying of the entrances and gardens are underway, thanks to a big effort form the Estate Manager.
• Reporting on expenditure: the budget is quite tight regarding some items and we will have to find innovative ways to remain within same. As an example, the security guards' uniforms must be replaced in toto, resulting in unexpected expenditure above the budgeted figures.
• Maintenance: as the Estate ages, we have to inspect electrical installations, sewerage and storm water. Servicing, repairing and replacing aged, outdated and non-functioning items puts added strain on the budget.

A number of instructions were given to the new board at the AGM in May 2017. We will in the near future report on our progress.

The estate remains in a sound financial position. A reminder to all residents that levies are payable in advance. The levy amount payable is R2249.00. Due to the fact that we are on a prepaid system with Tshwane Council we have to strictly manage our cash flow. We have the same regular offenders of late payments and we urge you please to consider your neighbours and the impact on the estate of this. Thank you to all those who are by far the majority who keep their accounts in good order. This contributes greatly to the successful management of the estate.

Rule for the month

A. Good Neighborliness

1. No business, activity or hobby, which causes aggravation or nuisance to fellow Occupants, may be conducted, including but not limited to auctions and jumble sales.

2. Residents who wish to conduct any business or profession on the Estate must obtain the written approval of the ZHOA and will pay additional Levies, if approved.

3. The volume of music or electronic instruments or other sources of noise, partying should be restricted to a level or should take place in such manner as not to be heard on adjoining Units. The City Council Regulations pertaining to noise, including noise created by domestic animals, shall apply insofar as these Rules do not deal with same. Residents are required to lower decibels even further after 13h00 on a Sunday, 23h00 hours on a Saturday and 22h00 on all other days.

4. The use of power saws, lawn mowers, and the like (electric mowers are preferred), should only be undertaken between the following hours on Mondays to Saturdays: 07h30 –18h00 and on Sundays only between 08h00 and 13h00.

5. Fireworks may not be set off within the Estate.

Security Report

From the security front we are working towards formulating proper strategies on how to improve the security based on a short, medium and long term plan. The outcome of this plan will inform big capital expenditures relating to the upgrading of security in future. Thanks to the expertise and efforts put in by the residents serving on the security forum we are very positive that we are moving into the right direction. It has become very clear that although the Estate has perimeter walls with fences and CCTV cameras to keep unwanted intruders out, it will not necessarily stop them from gaining unauthorized access through the entrance gates, specifically considering that the commercial areas (club house, salon and the like) within the estate grants open access to the public which can be used as a method to enter the estate with ill intent. With this in mind and several new developments on the horizon and the associated risks involved, there were numerous facts that motivated shifting the focus more towards upgrading security at the residential areas. The strategy on how to appropriately improve security in the residential areas will also be informed by the short, medium and long term plan that is currently being developed.

Residents can expect some earlier closing times of the security gates to reduce the risk of unauthorized people slipping through the boom gates at the entrances. The closing times will however be set for after peak traffic hours and when darkness sets in. We will communicate the times and procedures properly to all residents before implementing this. I trust all residents will understand and cooperate with the security procedures that are implemented as we are doing it for your safety and for the safety of our security personnel.

Please be patient with our security personnel as they are under a lot of strain working at the gates, especially the main entrance where the Club house is situated, but they work hard to keep us all safe. Please remember the after hours gate procedures when arriving late at night. Use the intercom systems provided to identify yourselves before the guards open the gates or better yet phone the gatehouse on your way home and inform security that you are on your way so that they will be expecting you. We have already started replacing some of the old boom gates at the main entrance that has reached it's end of life and we will also be replacing all the bio-metric fingerprint readers within the next few weeks. Our access equipment is currently insufficient due to ageing. This will significantly reduce the amount of holdup time spent by residents at the entrances and exits due to faulty readers and will avoid guards having to manually override security procedures due to the dysfunctionality of outdated equipment.

A call for the use of Dog Poop Bags….
Please could we ask all homeowners that walk their dogs on the golf course to do us the courtesy of using "poop bags” to clean up after your dogs. We are noticing more and more "doggy doo” being left out on the golf course, which as you can imagine is not ideal for the golfers. You are welcome to use the many bins we have out on the course to dispose of your bags.
